Clean Transport Zone - what is worth knowing?

From July 1, 2024, the first Clean Transport Zone in Poland will start operating in Warsaw.

 

It will cover most of Śródmieście, as well as parts of the surrounding districts. Its aim is to reduce air pollution in Warsaw, which will have a beneficial effect on the health of residents .

The exact boundaries of the first Clean Transport Zone

The first Clean Transport Zone will cover an area of 37 square kilometers, or 7%. area of the capital.

According to the project, the border of the Clean Transport Zone will run

  • Prymasa Tysiąclecia Avenue - from Aleje Jerozolimskie to the junction with the railway line No. 20 in the area of ul. Czorsztyńska;
  • railway lines no. 20, 501, 9 and 7;
  • Wiatraczna Street;
  • Avenue of the United States;
  • Łazienkowski Bridge;
  • People's Army Avenue;
  • Wawelska Street;
  • Kopińska Street from ul. Wawelska to ppłk. M. Sokołowski "Grzymała";
  • Lt. Col. Street M. Sokołowski "Grzymała";
  • Aleje Jerozolimskie from ul. Lt. Col. M. Sokołowski "Grzymała" to Prymasa Tysiąclecia Avenue.

Border streets will be outside the clean transport zone. On the borders of the zone, special road signs will be placed informing about the entrance to SCT.

 

Clean Transport Zone requirements

From July 1, 2024, vehicles wishing to enter the Clean Transport Zone (SCT) will be subject to the following requirements:

A vehicle with a petrol engine (including LPG) will have to meet the Euro 2 standard or be manufactured no earlier than 1997 (the maximum age of the vehicle in the year of implementation is 27 years);

A vehicle with a diesel engine (including LPG) will have to meet at least the Euro 4 standard or be manufactured no earlier than 2005 (the maximum age of the vehicle in the year of implementation is 19 years).

Who is not subject to these requirements?

Seniors who are 70 years of age or older will be exempt from these requirements indefinitely as long as they owned their vehicles before January 1, 2024. The requirements will also not apply to disabled people. And for the first 3.5 years, residents of the capital who settle taxes there will also be exempt from the requirements. Persons exempt from SCT requirements in Warsaw can now apply for permits and a sticker stationary at the headquarters of the Municipal Roads Authority and online.

Note - the sticker is only required for cars that do not meet SCT requirements and are owned by persons exempt from SCT requirements. A vehicle that meets the requirements for the Euro standard or year of production does not have to have it.

Four times a year, everyone will be able to enter SCT, regardless of whether the car meets exhaust emission standards. No official information has yet been made available on how to obtain the pass.

The right to enter the clean transport zone will be enforced by the police and city guards during random inspections.

 

What's next?

For now, however, the requirements regarding the emission of vehicles in the Clean Transport Zone are low, but they will be systematically tightened every two years.
